This is expected. Marketo always syncs Users; it's how you are able to select Sale Owners in Smart Lists and Smart Campaigns or with tokens. That is the extent of their support in the Marketo front end, you will not get any results using the SFDC Type is User filter.

We're working on surfacing this in the banner once Marketo Engage is migrated to Experience Cloud. It would be a tag that says "Sandbox" in the navigation bar. There's no planned quarter for this but it is in our list of backlog of items to complete.
It's been a much needed feature in Marketo Engage but it's still not available. Smart List filters and Flow cards will accept any value and the drop downs can't be defined.
