When you revoke a license it can take ~15 minutes for that revocation to fully propagate and allow the user to be sent a new license. What error did you get when tried to authorize the first time?
If your instance is integrated with Salesforce or Dynamics, you'd want to make the fields in your CRM and have them sync down. If they aren't, you'll need to contact Support to create the fields for you.
Changing the duration of the Wait Step will only affect new leads that run through the campaign. The leads that already ran through it are stamped with the 14 days duration and that can't be changed.
