Tom, Kristen is totally right You could add tokens to the email program, clone it and use tokens to update the email - that makes editing the email that much quicker. Here is a great article Marketo Tokens: Ins and Outs on how to use tokens in assets.

Nathan, do you have more than one form per program? If so, and if you do not mind to do the work in a spreadsheet, you could simply create a smart list with "filled out form" and date constraints.
