Hi Lindsey,The records will only sync back if there is a change that updates in SFDC them and only in that case. You can always build a smart campaign that runs nightly to delete any records that would have synced back.
You are correct - if leads are already members of the sub-program, they will be skipped.

Hi Diane, When a new name is created in SFDC, it will sync to Marketo even if it already exists in Marketo. If you are uploading lists, consider uploading in Marketo, where the records can de deduplicated.
