In addition to the suggestions from the Beth and Philip, here's another basic check. Did you actually activate your engagement program? In the Setup tab of your engagement program there's a setting called Program Status. If that is set to Off, nothing will happen.
Currently there are two versions of MCE being offered and you can choose which one to take. Did you take the old one https://spark.adobe.com/page/5mFIv2owp7cgi/ or the new one https://spark.adobe.com/page/MhtxDQkUfbjQI/?
Was importing some things yesterday and can now confirm that the import will fail if there is an issue with a field that does not match, so you need to remove the reference to that field in your source program before you can import it. And to add insult to injury, you also need to take into account you won't see all page visits, depending on whether your lead accepted cookies or not. So your combination will always be off in both directions.
When you look at the My Tokens section of a program, I bet you have a token type "Email Script". That is where you'd use Velocity to set up a velocity script. Looking for the word Velocity in your instance you will indeed not find it.
