The filter only blocks records from syncing from Salesforce. Records can still sync to Salesforce; you would need to add logic to your campaigns that push Marketo leads to Salesforce to exclude records with no email address.

To control which fields you sync, set up field visibility permissions for the sync user to restrict visibility fields you don't want in Marketo. To control which records you sync, contact Marketo Support for assistance on setting up a sync filter.

Is this a list of Contacts synced with a CRM? If so, you can't update Account level fields in Marketo. You'll have to make those changes in your CRM.
