"Run Once" would mean that you only add people to the program who exist in your Marketo database now. If you want to add future records to the program as well, you should run the campaign recurring - like daily at midnight. It should be working as Kate describes it. {{lead.Created At}} returns the creation date of the person in US Central time zone.
