As others have suggested, check that you have the right email and the right link in the smart list. Also check the schedule tab and, if applicable, ensure people can go thought more than once. If the campaign is reacting only to some people and not to others, check on filters.

I am interested to know how the members of the community are using the new "subscribe to a smart list" feature. What are some of the lists and who is receiving them?
There might be other ways of doing this, but what comes to mind is to use the same filter twice and set one filter - after [Sunday 6 weeks ago] and the second filter - before [Sunday 5 weeks ago].

The method Josh refers to works for emails. In the visit web page there is only a Constraint called Browser, nothing for device.
