Yeah, for debugging as Sanford said, look for lead activity form fillout as shown below:
Check the field "Opt-In Request" in the "Field Management" section of Admin. Verify that updates to the fields are not blocked by "form fillout".
I believe its not possible to remove the filter by owner in a report/view in Best Bets. If you want to see all the leads/accounts/contacts whether assigned or not you can create the report by referring this https://developer.salesforce.com/forums/?id=906F0000000BIGbIAO
That’s the reason I have seen very few people taking number of clicks as a successful measure of engagement, of course it can make more sense when we combine it with other criteria but alone it’s seldom used!
