Another option is to set up your smart campaign that processes the form fills to have a Schedule that people can only run through the flow once. Not as great for the user experience but better for your sales team.
Does the specific download belong to its own Marketo program? Can you use program membership to exclude these people? What process did you set up for a person to get the right white paper after filling out the generic form? Another option would be to use the Filled out Form filter with the referrer ...
Is it all triggers that are not working? Or only the "delivered" one? Because everyone who is sent to email is automatically a member of your program, so they might not show in that first smart campaign if their program status was already the first value.
You can still select the individual emails. They will show as selected when there is a grey box behind the email (the same way your Newsletters folder looks in the screenshot).

Do you want them to get multiple emails? Or one email with all accounts' information listed? This will change your approach to the Smart List criteria in Marketo as well as the Velocity Script. Also, this is a perfect question to ask Sandford Whiteman.
