I had a similar problem - I had the field type set up as 'Checkbox' rather than 'Checkboxes'. That fixed it for me! Hope it might work for you.

Hi Alycia Simpson, At first glance, this looks like it would be the transition rules for pulling people into Stream 1. Can you double-check that is the case? If you want to pull people into Stream 2 you should be editing the transition rules for Stream 2.
