The Marketo/GoToWebinar integration only supports one-off live webinars: no simulive, on-demand, or recurring webinars. @Steven_Vanderb3 is a PM on webinars, he may be able to give more insight or a timeline if they are adding more features to the integration roadmap.
Make sure that the field in SFDC is not set to block updates from Marketo.

I would just make all your internal emails operational, which will override comm limits.
No, unfortunately they can't, although it's view-only so there's nothing they can mess up.
Can you have the Sales Accepted status change in your CRM? I like to keep sales automations in the CRM and marketing automations in the MAP.
I would try sending your test emails to a couple different email clients/browsers/etc. first. Something like Litmus can also show you how your template renders in every possible platform.
Also make sure your campaigns have the "Active" checkbox checked.
