This might not be the issue, but in the past we had found lots of Facebook paid ad spend coming through as referrals simply as "m.facebook.com" and similar - they didn't preserve the URL parameters. Here is some further reading: https://holini.com/m-lm-l-facebook-com-referrals/

Interestingly, it seems like that has screenshots of "wait" cadence within an Engagement program "out of the box" which I'm guessing never got released. If the need is pretty simple then smart campaigns might suffice, since it gets complicated quickly with variable cadence in an engagement program.
Do you use GoToWebinar by any chance? From what I've seen that generates a {{member.Registration Code}} token. Maybe this is part of the answer.
