this will have to work although it's not going to give you the accurate random sample % since you're likely to have additional filters on the campaign, right?
What I'm saying is that within the Smart List, if you have advanced filters, you can't use the Random Sample filter. One additional note. If you have any campaigns within the programs, make sure you have the same fields created in both instances, otherwise the program migration will fail.
