Do you know if anyone is accidentally deleting users from a list instead of removing them from a list? Like others said, Marketo doesn't do this on its own.
Do you have access to the calendar? Can you audit email as they approach the deployment date and send yourself samples of them? Or maybe create global smartlists for users to use and include yourself in those smartlists. There is a chance you'd reach communication limits though.

Can you use Acquisition Program? Or possibly try running a Program Membership Analysis report with the row being Program Name, columns will have your unsubscribed field and measures will be members?

Some did receive the email. About 20% opened it. After digging into the records that opened the email, looks like they are all remote employees or employees in other satellite offices that received the email.But you're right. I should discuss with IT.
