That's correct. User already syncs to Marketo by default to populate fields relating to Sales Owner. There is no way to customize what fields on the User table sync to Marketo and you can't use custom fields on the User object in Marketo.
That's correct, it's only on lead creation (from CRMs and API). Existing leads need Smart Campaigns to reassign their partitions based on changes/activities.

Username can be changed at will by the user, so it's not unique. I'm guessing that's why.

Ah, I found your ticket. I took a look at the HTML of the email in my inbox and I can see the open pixel is being commented out down at the bottom.So the open pixel can't ever load when someone opens the email. I'll confer with the engineer that has your ticket as well.
You should submit a Support ticket. Someone with access to your instance needs to be able to look at the email, the report, and people the email was sent to in order to determine the answer.

Batch campaigns can't, but they CAN use Request Campaign flow step to trigger a Trigger campaign that has the Webhook flow step.
