It would be better to set them to Paused, otherwise the Engagement loses their data. Have one of two options1. Create Empty Stream with a Transition trigger of Added to Opp = Won or Updated Opp=Won2. Create a campaign that does the same thing, but the Flow is Pause Engagement.
You would have to use the previous value filter or the Was Changed filter.
It's possible that if they clicked on a forwarded link they were viewed as an old lead even though they were new records.If you can check the log for those leads that might provide some insight.
It sounds like they are attempting to increase page performance if you don't need to track people on all pages.

You can also just say SFDC TYpe IS EMPTY and that will ensure it is only a marketo lead.
