This may be due to differences in triggers and reporting and when you ran both reports.
No, you cannot do this.Marketo does deactivate trigger flows after 6 months of inactivity. But the form could still take in the data.Perhaps with the new Calendar option you may be able to do this.
You should remove snippets and status changes in your Program Templates. Each WS has its own snippets, assets, and templates. Odd that you can't do the program status though. Depending on your SFDC setup, a sales person is likely to only be able to access leads they own. So while they could see ANY record, they probably can only see their records, or records of their subordinates.
