To add a Snippet you can right click on the section that you would like to dynamically change. Once you pick your pre-made and approved snippet you can click the preview button and it will allow you to view the email from the different segmentation options. It's up in the top right.

A couple of things to check before changing anything.Has there been an update that could cause a backlog in sync? (Usually if we ran a territory re-alignment we saw big delays with this.)Is the campaign name identical in both Marketo/Salesforce Campaign Sync and Salesorce?
We use somewhat of the same process. One thing that we found was that if we are doing any sort of large update to the database that adding members to a campaign often got delayed quite a bit. I agree with Dory, a big group like that I would bet that it is still sending some. Marketo will qualify all of the leads and then the flow will still be running in the background. Keep and eye on it and check to see if that number grows or stays the same.
Is it possible that there are duplicates of these 45? With our business structure we can have one person with multiple contacts records but the same email address (confusing, I know!) but one of the contact records could be qualifying for one smart list while one of the others, or duplicates, could ...

Hi Olivia,I just tested this and changing the status to "Not Member of Program" does remove them from the Salesforce campaign as well.
