Found this - Where does one add "skills" to their profile?
I tested at my end to send an email, and the communication limits were ignored in a campaign under the Default Program Type.

Hi MeganCommunication limits apply only to the email and engagement program types. Read here. You can use a default program to send your emails, include your seed list in the smart list, and they should get the emails from both the batches. Hope this helps.

You should be able to use the API to discover records which have this email send activity. Or you can create a smart list that says 'Was sent email', select the email you had sent, and the date when it was sent.

Well, there is no direct integration to bring in all of this data from Marketo. However, if you have a Marketo program for each of your campaigns, you could use the Marketo API to write the cost data for your campaigns.
