In the Admin section, you are able to set up global form validation rules if you want to block certain domains from filling out your forms. You can also exclude certain forms from those rules if you want.
Your fields are Program Member Custom Fields. These are not allowed in Global Forms as there's no way to tie them to a specific program. More info on PMCF.
Totally agree with @Katja_Keesom here. Duplicates, even intentional ones, can get out of hand very quickly, and you'll run into a lot of issues that might be hard to predict. If there's a way around it, even if it's a pain to set up at the beginning, you'll be happy you did it in the long run.
