...I just look at the last sync in the integration area in admin to make sure it is syncing, as well as looking at notifications of any sync errors that occur in the notifications area at the top of my user interface in Marketo.
If they have not been through all of the content, you could pause them when they are passed to sales, then change status back to active when they "reenter" the engagement program. I don't think they can go back through the same content within the same engagement program.

In order to get each person for each of those criteria, I would create smart lists related to finding those people. I don't know of a report that is going to show email metrics and show the people that fit those metrics. You can look at program members where it shows people with their program status...
I agree with Amit. 135/150 smart lists will really slow things down. Either of his suggestions should preform much better.
