Can local tokens be used for triggers/filters in Smart Lists?

If we define local tokens with a program/folder, can they be used for the values in triggers and filters - such as the one below?

Thanks Jessica. Yes, I am referring to the new Email Program. I wasn't sure if it was applicable to use multiple email programs for multiple waves of emails within a single Marketo program or use the traditional approach of mutliple smart campaigns to send out the local email.

Thanks Cheryl. Would it be possible to to make the programs within a centralized templates folder available here? Or does this feature only support adding subscriptions outside of our production environment? It would save us so much time for our users to import a program that is aleady pre-built ...
