I don't see a problem. Your form name has new program name in suffix. Marketo should have created form with same name under new program. Can you recheck?'name-of-my-new-program.FORM-name-from-original-cloned-old-program'

You can create a smart list "Visited web page" = . This will give you list of Marketo people who visited those pages.Note: It will show people who are known to Marketo and cookied on website.

I have not implemented e-com on Marketo pages directly but since you are redirecting to Paypal for payment, there should not be any issue. Are your Marketo pages secured (https)?Not sure if you can iframe paypal on Marketo page. this might get complicated.
