Unsubscribe Snippet not Populating in MSI emails from Salesforce

In our sandbox instance, this unsubscribe snippet is automatically populated to any MSI email sent out of salesforce. However, in our production instance, it is NOT auto populating. I can't seem to figure out what I am missing. Any ideas?

Thanks Grant -Quick question:Can I push the 60K from MKTO to SFDC creating 60K new contacts in SFDC. Then, when we load the new database (which most likely will contain records from the 60K) to SFDC they will dedupe in SFDC?
