I was under the impression that a lead cannot receive the same email more than once.
Also for the filter of "filled out form" make sure you use the constraint of "in the last 10 minutes" or so.
If leads have already received the email on the 11th, they will not be able to receive the same email again.

Interesting. I was told by Support a while back that we needed to cookie leads once every 90 days because the cookie only lasts 90 days.
