Samantha,I would run a smart list of bounced email addresses with the additional filters of "Email Suspended Cause" and "Email Invalid Cause" not contains "spam".Sometimes an email marked spam will deliver a false positive and show as hard bounced, when indeed the email address is valid.
For these two leads specifically, what are their created dates? Both Marketo created date and SFDC created date?

Apurva,I am not sure of a way to prevent these contacts from syncing over to Marketo. But what you can do is run a trigger campaign looking for every time a lead is created with those parameters and in the flow action delete lead but keep in CRM.
Michael,Check those two fields in the "Field Management" section of Admin. Verify that updates to the fields are not blocked by "form fillout".
