To jump in, I would add caution on using "remove from program" as it will result in that individual no longer showing in program performance reports for that nurture - which is not ideal! If it's used for large numbers of people, reports on the success of that nurture will likely not be reliable.

Your smart list rules look fine to me (yes the front section screenshot says "any" but it has the qualifications for the specific program under it so I don't think there's an issue there). If you're managing multiple events through a single event program, this is likely then the cause of your issue....
