I don't think you'll have much luck doing this in Marketo, unless you want to code something custom with the API. I don't think Marketo "knows" how many leads are assigned to who.You'd probably have more luck with your CRM, depending on which one it is.

One thing that Marketo support suggested that helped my problems with older IE versions was to make sure to include the Modernizr JS library. This fixed my problems when utilizing the Foundation responsive framework with forms 2.0.

Are you talking about using it as a constraint within a smart campaign flow? Or are you wanting to create a smart campaign that triggers when someone receives a sales email and then something happens?
