I'm not 100% sure, but one way to test this is to setup users just as you described. If there's no option for Partition access, then no, it won't work. I'm pretty sure you can do that. For instance, a user might still be able to log in to "France" but not see anything.

As Hitoshi noted, the token scoring system allows you to change any or all scores much faster than having to go into each campaign flow.
