Yep, I do not think any field should prevent an alert from sending internally. This functionality introduces manual processes to check that your alerts are actually getting sent.
How were you able to do that? I thought Email Suspended was a system field that was read only? I cannot even change that field in my instance. The problem does not occur often, but when it does, that is exactly why it happens and I have had support confirm that is why it is occurring.
