You can use a trigger like:'Progam Status is Changed' and select the name of the program.New Status = Responded or any other status that gets updated when the lead responds to a program.
+1 for Email Velocity Scripting as the best way to achieve this. We did something similar for a publishing house using MKTO, where each customer bought different set of books and was delivered emails based on their purchase.
Not sure if this can be done programmatically. I do this using a data change value after each Send Email flow step.
