Nope, not necessary! The report type in general is focused around when contacts in your database were created, so that's just doubling up. You've already defined that you only want to see people who were created the previous day in the Setup tab! 🙂

In addition to what others have said (visibility to integration user + "Active" status), it's possible your firm has custom sync rules that prevent certain things from syncing. Sometimes this is as simple as a boolean "Marketo Eligible" on contacts or campaigns, etc. Look into that too!

One thing in your logic that might be causing the issue is that I think your rules should be: Is member of list A, Not in List B, AND not in List C. You have it as Member of A, Not in B OR C. That should be an "and" I believe. Try that, see what records you get back.
So long as those additions of "Excluded" to the nested program are happening prior to the cast date/time, it should accomplish what you're trying to do!
