Totally agree. However, you should only be able to delete all assets in the folder or program so long as they are not used by other assets in your instance.

Are you deleting them from both Marketo and SFDC? If you are deleting them just from your Marketo database and not deleting them from Salesforce as well, they will continue to sync...
