Hi Tom,Marketo is a bit different in that way from Salesforce it doesn't have the concept of Account object it's only lead which can be linked with the custom object. So whenever new lead comes you need to update the custom object data either using API or manually.

Hi Limor, Marketo does provide REST APIs to transfer data from other DBs to Marketo and you can also use Rest to Trigger campaigns as well. I have attached the link for your reference.

RCE is a different module altogether, and I would not recommend adding or purchasing the module just to get Email data which can be easily exported using REST APIs. If API limit is the issue you can use Bulk Extract to export last 30 days data in that way you don't have to worry about the limit.
