Could you use the 'Form Filled Out' trigger with a filter of 'Created At' to identify leads which already exist? The 'Created At' filter/constraint could have a timeframe which makes sense for your use case.

I don't know how many soft bounces it takes to equal a hard bounce - I think that's logic that needs to be added in by the user (you and me). But I did find this thread that looks to be a good resource.
Did you end up adding a filter in your 'add to nurture' smart list as 'not a member of' to eliminate membership in other programs? If not, how did you solve this? Edit - just noticed this was March of 2018, not a few months ago...
Thanks for this, Sanford Whiteman! My rudimentary understanding of this would allow the API to dedupe/merge leads as they were added to Marketo. Is there a way to use the API on established, identified duplicates in a static list, by chance?
