We were able to utilize Dynamic Segment content on both the subject line (by language preference French/English/Default) and on the body copy (by Has First Name/No First Name/Default)

Most certainly in Sandbox. We have clear identifiers in our instances, plus I only use Firefox for Sandbox and Chrome for Production to ensure no confusion The reason I know it was Sandbox to Production was our Marketo subdomain. Instead of app-ab02.marketo.com, it was app-abd.marketo.com.
