That indicates that they have all completed their runs.Double check the Filters drop down at the top of the list and make sure of what you are looking at.

For my organization we created a Smart List called "emailable".Here is what it looks like.All campaigns we create check against this list to make sure that no one is 'caught' in any of these bad filters.
