Email address is the primary criteria for the Possible Duplicate system smart list. But, you can also use custom logic to find the possible duplicates.
Yea, you can use Data Value Changed filter in a Smart List and set Attribute to the field you want to look for data value changes on. You can then add Constraints as per your requirement.
