Look for me. We have it but don't use it very often so I won't be the best source for information but I can give you my opinion on it.
More likely than not they have an IT policy that prohibits re-directs. I've seen that before. In that case you'll need to turn off tracking and send them the "raw" link. You might want to segment those who have this issue.
Did you share it by sending them an email? If so, the token was probably attached and it's associating them with that lead.By Email, I mean Marketo Email. Did you send them an email that you sent to yourself or that was sent to someone else?
You only need it once. Any program can request it. Don't specify which campaign requests it.
Remember that if you already have values in those fields you'll skip them. Progressive Profiling only works on "virgin" fields. This is why I recommend people steer away from it if they ask questions that reference a current point in time, such as your typical Budget and Time to Purchase questions....
