Alok has it - we've had this same problem. If you paste the URL directly into the Web Page constraint it won't work.

Do you know what caused the duplicates? Was the original list uploaded without email addresses? Or was it due to the import?
Search for the lead in the Lead Database. Select this lead, then click on Person Actions>Programs. You have two options:-Change Engagement Program Cadence, [select engagement program] new cadence = paused-Change Program Status, [select engagement program] new status = not in program

Seems like that will help. The only red flag is that if you have leads in multiple markets, how will you track them in each of the markets? You guys certainly have a fun model going on.
