I am a new user of Marketo and don't understand how our nurturing programs are set up, I keep getting updates saying our casts are exhausted and I am not sure where Marketo is pulling people from to receive these emails. Do you have to upload a list of people to receive these emails or are they people visiting our website?

Did somebody in your organization give you the task to understand - or even fix, repair, improve - your nurture programs? I think this is a daunting task, and maybe even impossible to take on, especially if your nurture programs have reached a certain complexity.
And while I think that pointing to Engagement Program documentation here is great, it might not be enough. I would rather assume that you should reach out for help. Interview the person who set your Engagement Programs up or get help from a Marketo consultancy to guide you through the process.
I've taught and enabled a lot of Marketo users over the years, but I don't think there was a single one who I would have tasked with de-constructing nurtures in their first Marketo year. "where is Marketo pulling people from to receive these emails" is a great question that you really should have an answer for, but you either need to be very experienced to figure that out yourself or you have great documentation within your org that explains the process and the plan behind it.

I agree with Michael - need screenshots, need to understand the goal you have. Is this party of a marketo audit? Do you have an email marketer working on these with you?
