Is this reproducible 100%? Is there a support ticket that's been filed? Definitely issues like this better handled through support channels, as you noted it would not be the expected behavior as documented. Please send me directly any added color or details about support cases you've filed.
You should file a support ticket for that immediately so it can be reviewed. My guess is that there is a very good reason for the results you are seeing but it shouldn't be ignored. Please follow up with our support team.

It was moved out on our roadmap only because we need our new batch campaign engine improvements (happening this year!) completed before we do this (it will leverage that new framework). Otherwise, we would have had to build it and then immediately re-build it.Justin
