Wow, really odd. When you look at the last run date on the campaigns main status screen, does it show that the campaign was completed? Example below.

Couple Q's:Does the LP exist at the parent level (content download program) or are their individual LP's for each child (channel programs)? Are you triggering the content delivery through the parent or child programs?It may be that a simple restructure of your campaigns is needed.

You have to double click the purple arrow that leads into the MQL Stage. Once you double click it you will enter the smartlist that executes the transition. See below.
