If you are using Program Templates, I'd say as low as 30 minutes, but if you need to load lots of content then it depends. I'd give yourself about 1-2 hours for each.Nurturing is complex, so I'd say several days, depending on drip vs. Engagement and # content.

Do you mean the statuses?The child email program has its own thing going on. If you need the larger program to do things based on the email, you'll need to set that up too.
