I highly recommend that you clone your standard form and then start testing it with progressive settings. Here are some things to check: does it fit the page when the fields change? which fields do you REALLY need at a minimum? are you sending all leads to sales? (I hope not) you cannot control ...
SFDC usually does not permit a lead to be created without an email, so that should take care of it there. If you meant from Marketo TO SFDC, then you can do the same thing by forbidding a create lead without the minimum fields.
You might try using Querystring field in a smart list. Or just smart lists in general to look for each PS and Source.Another way is to have a "promo code changer" that listens for this tag and then assigns the lead to a specific SFDC Campaign. Then you can really break those out.

I much prefer GTW over WebEx. I've never used ON24 so I can't say. GTW has a cleaner interface and a better video recording tool which you can then edit more easily than WebEx.
You should probably check with your firm's lawyer if you want to be very sure. Craig is right that it's unlikely you'd run afoul of the law unless you had a ship to intent. What you CAN do in Marketo is setup a flow to shunt leads from embargoed countries into a separate queue and then exclude them...
