You can always run a smart campaign again in the way you describe. It sounds like you are using an Email Send program which may not let you re-run it and include those smart list members who were not already part of the program.

You first select SFDC Type=Contact in your smart list.Then use Create Task and put the tokens in the fields there.

Do you mean you want a list of which Leads are clicking? You will need a Smart List with Clicked Link in Email, Email IS, Link IS (optional).
Just a caveat - some SFDC Admins did not enable this button on the List View, so please check first.
