Use the Lead is Created trigger with a filter on the field you're tracking. Set that to the value(s) you're tracking, or just Is not empty . When a new lead is created, the person will qualify if they match the filter criteria.
Try leaving the Due In field empty instead of using a value of 0. We create completed activity records this way all the time and that's the only difference I see between your flow step and ours. The 0 may be overriding the status because it's calculating a due date of today.
