You can have the same filter in the smart list twice. So the first filter can be "field is empty" and the second one can be "field is X". Then you can just do an OR statement between the two filters.
I have used zerobounce and it has worked for us. I have only ran a fraction of our database through it but it drastically increased the deliverability rate.
