I haven't had any experience with the LI integration but sounds like you might find SalesLoft benefical. SalesLoft has a Gmail plug-in that allows users to grab a business email address from a LinkedIn profile.
You don't have to create a report for each state. You may want to add in your smart list to exclude anonymous leads with blank values.
